Lori Welbourne had a few questions for Kelowna Mayor Walter Gray regarding the city’s laws involving women’s ability to go topless in public, and what better way to make her point than to bare all?
Kelowna currently has no laws prohibiting public toplessness, as Gray explained to her, although he does suggest that baring one’s breasts in public might be “distracting” to others and perhaps should not be done.
